[ laughter ] >> it's such a joy to be here and such a celebrate tory week. there has been a lot of talk this week about team and putting team before self and that is not just happening on the ballfield at at&t park, but it's happening in your city and we're so incredibly blessed to have the leadership that we have in mayor lee, board president chiu and supervisor wiener. in no time that i have been involved in the city has both the mayor and board worked together to focus on helping families thrive, through better parks, through better streets, through better libraries and our city leadership deserves such a big round of applause fortaking these steps [ applause ] i also really want to single out our partnership with mr. parks and the library. this is how cities are supposed to be. i don't know if many of you had the opportunity to come and join us

with us. phil ginsburg, rec and park director. our dpw director mohammed, the last time i saw o & m mohammed he was pushing a wheelbarrow. our department heads have stood with us. jill, karen, besides them, gary, who was at the time capital planning manager for rec and park. mindy, lenu chen, the manager for the project. michael from planning, john from the city attorney's office. michelle and mary, michelle is with the library and mary is with the friends of the library and put on this event today. our commissioners, rec and park, planning, library, who have voted unanimously. some of them more than once for this project. our board of supervisors, who stood with us. the architects, marsha and a special thanks to erin who has done so much to help us on though this project. you know? that is the city side of this public-private partnership and i have to be fair in saying that this project has lasted through the term of two supervisors, two head librarians, three mayors, and four rec and park general managers. the heart of this project, the constant thing has been the heart of this

met with h.r., we left many messages with mr. ginsburg, the h.r. replied in letters, we received no response to date from mr. ginsburg, we regret that but that's why we're here. when the department doesn't want to work with the union and its members, we know what we have to do. what i would like to submit to the commission, what i would like to submit to the commission are documents and then walk right through them, they're important documents, we think they're self-explanatory, they don't need to be characterized by the union but we think those who are familiar with the labor liabilities, these are -- we are having grievances that have quite a bit of financial claims against this department and the city, so if we go through the package, the first item is a grievance sent by the union, it is a settlement by the rec and park back in the summer, i believe, this was due to problems to settle an eeoc lawsuit emanating from the rangers trailer of overtime, the document behind that is the overtime report, we ask you to take a close look, especially the labor representatives, we're info

ginsburg, ms. mcarthur, my name is phil chen. i'm the chair of the committee for better parks and recreation in china town. the committee is a voluntary organization that has worked with the commission of open space issues over 40 years. we starred in 1969 despite attempt business a developer to turn a playground into a garage. i'm here to speak on the proposed regulation regarding prioritis for the transbay open space impact fees. we are recognized as a es for the transbay open space impact fees. we are recognized as a high needs neighborhood. 40% of our stock in china town is made up of sro units, single room occupancy units that are eight-by-ten. there is barely enough room for a bed. when there is a bed it is standing room only. there is no bathroom in there. no kitchen. there's no closet. if you need to go to the bathroom you need to take with you a flashlight. take with you toll let paper and towels. maybe you need to take with you alcohol or other cleaning solution to clean the toilet. if you leave your toilet paper or soap, somebody is going to take it or steal it. you

of recreation and parks, phil ginsburg. dbi acting director huey signed an emergency order early letter this month when a fire caused sufficient structural damage to make the building an imminent public safety hazard. demolition is currently underway. bill pointed out to me a very interesting article in the front of the san francisco chronicle today is good to give you history on that. the fire department and one of the equipment manufacturers have donated new carbon monoxide detections and smoke detectors which dbi will give away to the public during our outreach event. we are delighted to give away these devices and assurance compliance with state law requiring their installation both in single family homes, and that's effective january 1, 2013, and multi family homes also. also we are having a modest get together, everybody should come, children and family members are welcome, it will be held tomorrow, december 20, after pm and take part in the joy and festivities. >> is there any public comment on the president's announcements? seeing none, item 3, general public comment. the bic

david chiu here to join us, our rec and park commission, mark and phil ginsburg from rec and park, doreen, thank you very much, rodney from the planning commission, thank you, rodney for your leadership as well. to present and past commissioners of our port as well, you've all been part of this legacy of history building down here. and i also want to say thank you to vortex, the contractors who are here. they represent all the powell drivers who have been working really hard. and the great personal thank you to public works and he's the city engineer. he kept everybody together working with monique and the rec and park and everybody else to make sure that the workers, all 75 of them, working hard to get this done, along with our local contractors, matt hughey, thank you, mh for being part of this wonderful work as well. it's been long in coming. it's another example of how we use and how we have responsibly used our recreation and park open space bond from 2008. our clean and safe bond program. i know phil is delighted because we got another one passed this past november. it's a g

or development. i would expect mr. ginsburg and his staff to rectify. but the little kids, they will be doing a lot of their after-school programs and stuff. they do need some of that type of -- how should i say it. high-tech communication devices present. probably be costly. another problem is if they are ever going to deal with announcements, they will not be able to handle it too well. they only have one person and microphone is way in the front lower office. i don't know if they will get fiberoptics. i thought possibly they might use something that would be from cell phone to communication. that way be able to get on the loud speaker system. another park in looking over the betty anne long is the structure of the place. i don't know that i got the message yet. i got to look. looks down and i thought they should have a structure and take a once look over, a crack on different floors. there were crooks on the corridor parts. office parts. they are not too bad. i think the facility was informed and fulfilled the safety requirements, thank you. >> is there any other general public comment? >>
